Thăng Long Temple is located at No. 339 Thụy Khuê Street, Bưởi Ward, Tây Hồ District, Hanoi. In ancient times, this site belonged to An Thái Village, within the Bưởi region, situated north of the Thăng Long Citadel. Regarding the origin of the temple's name, historical records from Tây Hồ Chí state: "She was the daughter of the King of Động Đình, descended to earth with extraordinary beauty and was deeply loved by the king. Around the Thiên Thuận era (1128 - 1132), King Lý Thần Tông arranged her marriage to Vệ Quốc Công, an incarnation of Linh Lang Đại Vương. However, not long after, while crossing Tân Lang Bridge over the Tô River, she passed away. The king then issued a decree to establish a temple in her honor and bestowed upon it the name Thăng Long Temple.”
The temple is dedicated to The Fourth Mandated Lady. According to folklore in the Bưởi region, she descended into the mortal world in the Lý family, under the name Lý Thị Ngọc Ba. She was born in Quý Hương, An Thái, Vụ Bản, Nam Định and later became a renowned female general. Legend has it that The Fourth Mandated Lady was a bold and righteous warrior. On the battlefield, she strictly enforced military discipline—if any soldier violated the rules, she would execute them first and report later. However, she made great contributions in helping the king suppress rebels and defend Hà Trung, Thanh Hóa, for which she was conferred the title Chiêu Dung Princess. Later, upon returning to the Heavenly Realm, she was assigned as the Mandated Guardian of the Four Palaces, overseeing Water Palace to (Heavenly Palace and Three Courts, recording celestial registers, and governing the fate of households. This is why she is sometimes referred to as Guardian of Fate. Some legends also regard The Fourth Mandated Lady as the keeper of the Four Palaces Register and the treasurer of celestial wealth, serving alongside Liễu Hạnh Goddess at Dầy Palace. During her moments of leisure, she is believed to wander freely with celestial maidens, traveling from her hometown to the royal capital, roaming across all realms.
